According to investigators, five young people were followed by another group inside the mall, and at the bottom of an escalator, an assault took place.

During a bond hearing on Monday, prosecutors said the 15-year-old struck someone in the head with a screwdriver after that person attempted to retrieve his watch that had been stolen during the assault. The victim suffered two stab wounds to the top of his head and was taken to The Johns Hopkins Hospital.

According to prosecutors, the suspect was placed on probation for burglary in 2024 under the supervision of the Department of Juvenile Services.

A judge also denied a defense attorney’s request to have the teen held in a secure juvenile facility, saying it would put other juveniles at risk.

The defendant is scheduled to appear in court for a preliminary hearing on Nov. 21.

During Monday’s bond hearing the state went over the allegations made against the 15-year-old, who authorities said is a ninth-grader from Baltimore City who was placed on probation for burglary in 2024 under the supervision of the Department of Juvenile Services.

According to investigators, five teen victims were being followed by another group inside of the mall, and at the bottom of an escalator the encounter turned into a physical assault.

The state said the 15-year-old defendant struck a victim in the head with a screwdriver after the victim attempted to retrieve his watch that had been stolen in the assault.

Investigators said the victim was left with two stab wounds to the top of his head and was rushed to the Johns Hopkins Hospital.

The 15-year-old and three other juveniles were arrested a short time later and in the defendant’s pocket, investigators said was the stolen watch.

Surveillance footage from inside the mall confirmed what happened, and the victim recognized the suspect from school, according to authorities.

In court the Judge not only denied the 15-year-old bond but also denied the defense’s request to have the 15-year-old held in a secure juvenile facility saying it would put other juveniles at risk.

Devontae Richardson is now standing trial and facing several felony charges, including first-degree murder.

Investigators said Holt was caught in the crossfire after Richardson and two other defendants opened fire on a man during a dispute.

The State continued to call witnesses to the stand during trial proceedings on Thursday.

Back in September, a jury found Alexis Cancel-Soto guilty on all counts.

Cancel-Soto is scheduled for sentencing in December.

On Jan. 24, police responded to a home on The Alameda and found a woman with serious injuries to her head, mouth, face and arm, according to court documents. The woman told investigators she had been arguing with her sister in the basement and that, at one point, Wilkens grabbed a hammer and beat her with it, records show.

The woman’s injuries included multiple 1-inch lumps on the top of her head, a large cut on her lip, and several broken front teeth that had been pushed back toward her throat. Police also reported that the woman had lost a large amount of blood. She was taken to a hospital for treatment.

Court records show Wilkens was also arrested on charges of second-degree assault and a weapons violation in 2022.

Investigators said Wilkens is known to have violent tendencies.

Raymond Lunn, 31, faces several charges, including second-degree attempted rape.

Judge Mark Scurti called Lunn an extreme danger to the community and the victim, citing Lunn’s criminal history.

Lunn and his attorney spoke during the bond hearing. Lunn told the judge he was arrested only because his clothing matched the description of the suspect in images released to the public. His attorney said Lunn maintained that the police “picked up the wrong person.”

According to newly obtained charging documents, investigators said Lunn could not account for his whereabouts after 7 p.m. on Oct. 18, the time of the alleged crime. The victim told police the suspect approached her while she was walking in an area known as the quads, first asking for directions before attacking her from behind and forcing her to the ground near a bench, where he removed her pants and undergarments. She said the suspect fled when other people approached.

Investigators obtained surveillance footage from before and after the attack, which allowed them to release still-frame images of the suspect. One caller identified Lunn by his previous name, Raymond Chambers. Another said a man matched the clothing description at Hope Haven Holistic Treatment Services, where Lunn was taken into custody for an interview. The victim later identified Lunn in a photo array.

During the bond hearing, Lunn requested electronic monitoring and referenced Hope Haven Treatment Services, a rehabilitation center, noting that a judge in Baltimore County had allowed similar monitoring.

Records show Lunn is a registered sex offender stemming from a 2016 conviction in Baltimore County. At the time of the alleged attempted rape at Johns Hopkins, Lunn was on probation for a 2018 second-degree attempted rape conviction, in which he targeted a FedEx worker in Pikesville. Judge Kathleen Cox, now retired, sentenced him to 20 years in prison, suspending all but eight years for that conviction. Lunn was paroled in May 2024 but returned to custody in 2025 for violating probation. In September 2025, Judge Wendy Epstein sentenced him to time served and continued his probation.

Less than six weeks later, Lunn faces the current charge at Johns Hopkins. During the bond hearing, his attorney noted that Lunn has a diagnosis of schizophrenia. He is being held without bond until his preliminary hearing in mid-November.

Betty Jean Smith, 35, of Baltimore, is accused of assaulting a convenience store owner after an argument that began over the payment for a vape. She faces first- and second-degree assault charges, a weapons violation charge and a charge of property destruction.

Police responded to Queen of Sheba Tobacco, located at 2445 N. Charles St. in East Baltimore just before 7:30 p.m. on July 8.

According to the statement of charges, the owner told responding officers during the argument that the female customer attempted to run out of the store, and when the owner followed her, she pulled out a knife and attempted to stab him.

“The owner reported he was able to close the front door as the woman was lunging at him with the knife,” said Jennifer Mazza of the Marshals Service.

Investigators said the knife then hit the store’s front door. Smith is accused of then slashing the tires of the owner’s car. The owner then went outside with some pepper spray, prompting the woman to flee, investigators said. Surveillance cameras recorded the incident, according to the statement of charges.

Investigators eventually tracked down a man who knew the woman and spoke to her on the phone. She identified herself as Smith and agreed to speak with detectives in person. But she never showed up.

“This prompted detectives to do more digging,” Mazza said.

Detectives ran Smith’s name through a database and found she was charged with theft from the Marshalls at 600 E. Pratt St. at the Inner Harbor in June. Records show a warrant had been issued for her arrest in September after Smith failed to appear in court for a hearing related to the case.

“Investigators reviewed the officers’ body-worn camera footage from that theft and were able to get a clear visual of Smith in the video,” said Deputy Mazza.

Investigators said they compared Smith in the officer’s body-worn camera footage with footage of the suspect caught on the surveillance inside the tobacco shop attack, and determined the woman was Smith.

Online court records show Smith has prior arrests involving drug possession and assault.

Isis Rahim, 19, is wanted for armed robbery.

Investigators said Rahim lured a man and later helped two other suspects carjack and rob him at gunpoint in Baltimore on May 25.

According to the statement of charges, the man told investigators he drove to a home on Eutaw Place in the Druid Heights community and picked up a woman he had been communicating with online. The man said the woman directed him to drive a few blocks away to Bloom Street to buy some cannabis.

“The man says she gets out of the car, and then later comes back with two individuals,” said Jennifer Mazza, deputy marshal with the U.S. Marshals Service.

The man told investigators that all three individuals got into his car and began discussing pricing for the cannabis. According to court documents, the man said the two suspects sitting in the back seats pulled out guns, pointed them at him and demanded his cellphone, wallet and keys.

“The victim, in fear for his life, complies and then exits the car and flees the area,” said Mazza.

The man said he ran to a nearby gas station, where he called 911. Officers responded and, after interviewing the man, began canvassing the area. About 20 minutes later, and not far from the scene of the crime, officers reportedly located the stolen car in the 2000 block of Madison Ave.

“The vehicle is parked. Nobody is in here. The door is open. It looks like it’s been ransacked, like they were looking for something,” said a responding officer over dispatch.

The suspects remained at large.

“Investigators say the victim was able to provide officers with the woman’s online screen name, pictures, their messages and a cellphone number,” said Mazza.

According to charging documents, the man told investigators the suspect’s online screen name was Isis. Investigators said officers searched a database and found a woman by the name of Isis Rahim who lived next door to the address she originally provided to the man. Days later, another break in the case.

“Officers were able to obtain some surveillance footage,” said Mazza.

According to court documents, the footage captured the suspects before and after the reported crime, including the suspects getting into the man’s car, then fleeing the area. A warrant was issued for Rahim’s arrest.

“It’s unclear if investigators have identified the other two suspects,” said Mazza. “But Rahim has been identified as the female who helped target this individual and carry out the alleged crime. We believe it is in the interest of public safety that we locate and apprehend this individual.”

Rahim stands at about 5-foot-3 and weighs about 96 pounds.

Investigators said Ellis was one of two suspects who carjacked a woman on Jan. 10 as she was getting out of her car outside of her home on South Hanover Street in South Baltimore. According to the statement of charges, Ellis and a female suspect grabbed the woman as she was getting out of her car and then demanded money and her car keys.

Investigators said the suspects then threw down the woman and drove off in the stolen vehicle.

According to the statement of charges, the woman led Baltimore City police officers to a car where she said she saw the suspects standing by on a neighboring street before she was carjacked.

The document detailed that the car had its left rear window busted out, and the owner gave officers a phone, a set of keys, and a bag of tobacco. He said he found them inside his vandalized car.

Investigators said another break in the case came when officers obtained camera footage showing the suspects first breaking into the man’s car and then approaching and carjacking the woman.

Investigators obtained a search warrant for the recovered cell phone and had it tested for DNA. They reported that the cell phone belonged to Ellis, and DNA results from the phone also came back as a match for his. Investigators also said Ellis matched the physical description of one of the suspects in the video footage.

Ellis was on probation at the time of this incident for another carjacking that occurred in Baltimore County in 2023, when he was 18 years old. Court documents for that case state that Ellis was one of several suspects who carjacked a GrubHub driver at gunpoint and knifepoint as he was making a delivery.

In that case, Ellis was convicted of felony carjacking and sentenced to 10 years in prison with all but 18 months suspended, followed by three years’ probation. Online records indicate Ellis violated that probation more than once and has since been connected to other crimes.

In May, a warrant was issued for Ellis’ arrest for a misdemeanor assault in Baltimore City. In July, another warrant was issued for Ellis’ arrest for the January 2025 carjacking, after investigators obtained the results of forensic testing.

“Ellis is wanted in multiple jurisdictions,” said Al Maresca, senior inspector with the U.S. Marshals Service, which is now searching for Ellis. “He has a history of committing violent crimes and then not adhering to the terms of his consequences outlined by the court. He’s known to have violent tendencies and target people at random. For these reasons, it is pertinent that we locate and apprehend Ellis so he can answer to these crimes.”

Investigators believe Ellis is likely still in the greater Baltimore area.

Bryon Fincher, 41, of Baltimore, is facing a half dozen charges, including attempted first-degree murder, attempted second-degree murder, first-degree assault and second-degree assault.

Investigators said Fincher stabbed a man in the neck during an argument outside of a home in August on North Milton Avenue in southeast Baltimore.

According to the statement of charges, the wife of the victim reported that when she arrived home, a man she didn’t know was sweeping outside near her house, and an argument ensued. Investigators didn’t specify what the argument was about, but said it caught the attention of her husband, who was inside their home at the time.

Investigators said the husband intervened, and the argument turned into a physical altercation. That’s when the wife said the man pulled out a knife and stabbed her husband in the neck.

The woman told investigators she rushed her husband to Johns Hopkins Hospital, where he was taken into emergency surgery, and then called the police.

A neighbor told responding officers he had a man do some work for him and, from his window, saw the victim punch the suspect in the jaw. The neighbor told investigators he didn’t know the suspect’s name or have a phone number to contact him. Police later obtained video footage of the suspect from a Ring camera and identified the suspect as Bryon Fincher, investigators said.

Fincher is a convicted felon and well-known to law enforcement, according to online court records. Court records show Fincher was on probation at the time of the alleged stabbing and had an active peace order filed against him.

Records also show Fincher has a criminal history that spans more than two decades, dating back to 2002, with arrests related to felony drug distribution, assault, theft, and armed robbery, and numerous probation violations.

Fincher now has two additional open warrants for his arrest, including for attempted first-degree murder and probation violation.

“It is pertinent that we locate and apprehend Fincher. His criminal history shows a propensity for violence and not adhering to the law. We believe it is in the interest of public safety that he is taken off the streets so he can answer to these charges,” said Al Maresca, senior inspector with the U.S. Marshals Service.

Investigators say Fincher is known to have violent tendencies and should be considered armed and dangerous.

He is about 6 feet tall and weighs about 160 pounds.

Brandon Michael Johnston, 47, is wanted for violating federal probation. A warrant was issued for his arrest in April 2025 after investigators claimed he failed to adhere to the terms of his post-supervised release.

Investigators said Johnston was a member of the “Midway Conspirators” and helped swindle about $50 million from unsuspecting companies over several years, starting in 2010.

Investigators said the defendants, including Johnston, would trick representatives of companies into paying exorbitant prices for light bulbs and cleaning supplies, or send them invoices for products they never ordered. Midway Conspirators would conceal their activities using shell companies and target businesses outside of Maryland, according to federal court documents.

According to the indictment, the defendants ordered supplies from a company in New Jersey. Then they sent invoices to the targeted businesses that were regularly 900% above the prices Midway paid the supplier.

Investigators said the scheme lasted several years, and as a result, the Midway Conspirators received more than $50 million in payments.

Johnston specifically received up to $80,000 a year, according to investigators.

According to the U.S. Attorney for the District of Maryland, six defendants have since accepted plea agreements in connection with the scheme.

Court documents show that in 2016, Johnston accepted a plea agreement offered by the U.S. government and pleaded guilty to one count of conspiracy to commit mail fraud.

In 2018, Johnston was sentenced to 55 months in prison, followed by three years of supervised release.

In 2025, investigators said Johnston failed to follow the terms of his post-supervised release, and a warrant was issued for his arrest.

The U.S. Marshals Service has joined the search for Johnston.

“It is pertinent that we locate and apprehend Johnston,” said Al Maresca, senior inspector with the U.S. Marshals Service. “Investigators said they cheated thousands of American businesses out of more than $50 million. It is in the interest of public safety and justice that he serves the sentence imposed by the court.”

Investigators said Johnston has ties to Baltimore County and Baltimore City and is likely still in the greater Baltimore region.

Johnston is about 5 feet 8 inches tall and weighs about 165 pounds.
